L. Cade Havard
Chairman and Chief Executive Officer
Cade Havard’s visionary and innovative traits have led to his success in many different facets of healthcare and healthcare technology. He has accumulated more than 15 years in the healthcare services industry, most notably in PPO selection and administration. In addition, he has been involved in third party administrator services, healthcare finance, durable medical equipment, respiratory care, home health nursing and home health hospice.
One of Cade’s most notable accomplishments is the first fully automated claims workflow, which was utilized by self-insured and self-administered companies. After years of working on the claims automation side, he began his work at Ecom PPO Advisors on devising a more effective method of PPO selection, one of which has become widely accepted as an industry “best practice” and one for which he was granted a patent pending on the algorithms he developed. Recently he enhanced this approach to again lead the industry with the Member-Level PPO Selection, which substantially minimizes “out-of-network claims” and “white space” for payer-owned networks. He is also seeking a patent on this process. In addition to leading clients, Cade serves the industry in leadership roles such as the American Association of Preferred Provider Organizations' board of directors.
Prior to the healthcare industry, he served as chairman and chief executive officer for a distinctive array of organizations for a period of 20 years. His extensive experience includes banking, aviation, mergers and acquisitions, investment banking, and venture capital, as well as the effective use of technology to improve business operations. Havard’s unique, entrepreneurial spirit and his ability to translate his visionary ideas into realistic, viable business tools have proven to be a successful combination. |

Rachel Graham
President and Chief Operating Officer
Rachel Graham is a results-driven business strategist successful in creating vision, identifying opportunities, building organizations, and delivering strong revenues and profits. She has a strong record of accomplishment in multiple areas of the healthcare industry. Rachel has been successful through combined expertise in strategic development, technological advancement and process design, and team leadership.
Her 21-year career in multiple facets of the healthcare industry ranges from experience in durable medical equipment, pharmaceutical benefits management, third party administrators and PPO administration. She has distinguished herself by her knowledge and application of sound operational and management principles, financial models and planning, and execution. With her guidance, companies have been strategically positioned to take advantage of new technologies, operational synergies and marketplace developments.
Since joining Ecom PPO Advisors in 2000, Rachel has been instrumental in spearheading the company from the early start-up days to the industry leader the organization is today. She is a creative and proactive problem solver, implementing non-traditional methodologies to foster productivity gains.
Rachel holds an MBA from Le Tourneau University and a bachelor’s degree from Baylor University. She has served as a guest speaker and subject matter expert for the National Managed Healthcare Congress (NMHCC), Texas Professional Benefit Administrators Association (TPBAA), as well as various other healthcare organizations. |

Kevin Calk
Chief Information Officer
Throughout more than 14 years in the information technology management field, Kevin Calk has built a keen reputation as catalyst for change and innovation. He has consistently delivered top- and bottom-line business value through technology, strong project management and supervision of the human side of change. Kevin’s experiences have helped polish his leadership skills in vital developmental areas related to everyday business functions, including team building, change initiation, continuous learning, coaching, adaptability and accountability. Companies in the cable, healthcare and government/military industries have all benefited from Kevin’s strategic IT direction.
Kevin joined Ecom PPO Advisors in 2002. He is responsible for all technology functions for the organization, as well as overseeing all regulatory compliance functions.
Kevin holds an MBA in Technology Management and a B.A. in Business Information Systems from the University of Phoenix. He is a member of the Information Systems Security Association’s executive forum and The Association of Information Technology Professionals. |

Alvin Bowser
Vice President of Operations
Alvin Bowser is a dependable and resourceful leader who brings success to companies by not being intimidated to make positive changes. His mottos are to always challenge the status quo, and what worked yesterday may not necessarily work today. He attributes his success to his willingness to think creatively.
Alvin has more than 15 years combined experience in the healthcare and PPO industries. He has worked at every level within the payer community, and understands all of the inner-workings within a claim shop environment. He spent the first nine years with a very successful health insurance carrier serving in several capacities during his tenure. In fact, while at this payer, Alvin was a client of Ecom PPO Advisors. After witnessing first-hand Ecom double the managed care savings for his company, he wanted to bring these million-dollar savings to other companies in the industry, and he joined the Ecom team in 2001.
Since then, Alvin has developed a reputation as an innovative problem solver and change oriented-leader at Ecom. He has initiated the development of a number of key products and services, and has also led their implementation. He oversees all facets of account management, ppo partnerships, vendor management and the claims department.
Alvin holds a bachelor’s degree in business administration from the University of Phoenix. He has served as a guest speaker and expert on the topic of network configuration, PPO analysis and administration for the International Claim Association’s (ICA) Annual Meeting. Alvin serves as a tremendous asset to Ecom and its clients, and brings a fresh, innovative approach to solving complex client issues, especially given his experience of once being in their shoes. |
